Timeline

Can anyone tell me if this is an option for us ? Husband is USC . My father has said he will buy a house in the US for us to live there. My father is not an LPR , he is retired and wants to spend some time in the US every year so if he applies for a B2 visa ( this is a tourist visa ) it will entitle him to spend this time in the US. If we wanted to then in a few years after my citizenship comes through I can then sponsor my Dad so he can become an LPR so that if he chooses to settle down near us he can.

First of all, even with a valid tourist visa, your father is not 'entitled' to spend time in the US. Even with a valid tourist visa, he may still be denied entry if there is a suspect of immigrant intent or abuse of the tourist visa.

First question, why can't he use the VWP? I assume he is also Irish judging by the flag in your profile? Does he already have a tourist visa? If not, if denied his tourist visa, he may not be able to travel on the VWP.

Next question, with a home and a daughter in the US, these are substantial ties to the US, how can he over come this? Does he have more ties to Ireland?

I will explain further....i beg your pardon..."enable" was a better word. I am well aware of what our" entitlements" are. No point in doing VWP, that is only a maximum of 90 days. He would like the option of spending more time in the US. As I said my father is retired now and wants to do some travelling. It won't just be in the US. Yes my father is Irish and does not have a B2 visa. I said IF he applies for a B2 visa. .... Of course everyone knows there is no guarantee of getting any visa not just a B2 ...that is why he will be applying for it before buying any property. He doesnt have a daughter in the US yet. He has no ties over there. At the moment all of his ties are in Ireland. We are moving , and my I 130 has been approved. I think I have answered all of your questions. We are not trying to do anything illegal. So if anyone could answer my query I would be grateful. I guess I'm wondering if its doable. My father will NOT be living in the US ...however in the future he may want to retire there...or he may want to sell... we are just looking at options (at that point I can then sponsor him if he does wish to retire there)

There are plenty of European snowbirds who have vacation homes in the US and come on B2 visas to visit them for extended periods of time. It shouldn't be a problem for your father.

Major problem for us, in say, my wife bringing her mother here, is the extreme high cost of health insurance with further restrictions from that I-864 you are forced to sign to bring anyone over here.

If anyone has a solution to this problem, would like to know about it besides being a multi-millionaire.

Yet another problem is the NVC in trying to get a visa after you file that I-130, may take years and years before you get that.
