First, all DVs must be issued no later than September 30th, so it has to be far enough in advance that the interview and everything else can be done and the visa printed by at least September 30. While it may be possible to transfer a case this late, since DV interviews are scheduled more than a month in advance in many embassies, you run the risk of there being no open appointments at the embassy you ask to transfer to. If they can't fit you in, you lose the chance. Also, if there are any questions about your documents, like your education certificates, they might not have time to check back with your home country.

I tried to edit this post to add something, and couldn't, so I hope this works. The above answer is for DV 2013 applicants. If you're DV 2014, you have plenty of time to transfer your case to another embassy, since they won't begin processing those cases until Oct. 1st.

Hello and thank you for your response. I am asking on the behalf of someone else, and yes he's a DV2014 applicant. Again thanks smile.png

If the appointment is in October, the file may already have been sent on to the consulate. You'll have to check with KCC. I understand that they can still transfer cases when this has happened, but it will cause delays. I think you need to contact KCC ASAP to enquire about transferring.
