well this is wht happens after you submit your 1730 i.e your relative is over age 14, he or she will receive an appointment notice to have biometrics (fingerprinting and background check) taken at an Application Support Center in the U.S. or at an appropriate office overseas.relatives in the U.S. may be required to attend an interview, and relatives living overseas will definitely be interviewed, either at a USCIS office or consulate abroad. Make sure your relative brings a copy of the I-730 application and a qualified translator, if necessary. He or she may receive a decision on the day of the interview or may be notified at a later date by mail.I think you need to talk to a lawyer.. or for further more details you can read this too http://www.uscis.gov/USCIS/Outreach/Upcoming%20National%20Engagements/Upcoming%20National%20Engagement%20Pages/2013%20Events/August%202013/I-730-USCIS-Presentation.pdf I hope it will help you.. Good luck :)

Yes i am one beneficiary of this type of petition though i am now waiting medical. In fact this is V-93 and once your approved file is shipped to NVC, it usually takes 15 -20 working days to reach them. Immediately the file reach the NVC they will forward it to the appropriate embassy. Mine they submitted within the same day. Then once your file reach the embassy they might not contact you immediately, personally i was waiting for 3 months to be called to start the paperwork of my visa process. I saw for some it even takes more than 3 months while others they are called to start the paperwork for less than two months.

Then once they embassy call you they give you check list:

1. Police clearance or good conduct certificate from police.

2. 10 passports size of 2 by 2 inch

3. prove of relationship

4. a set of forms

5. Identification documment Passport/ Refugee certificate

Can i know which is the embassy that is to deal with your visa processing because countries differ little bit depending on the workload.

Thank you.
