Question about Russian Passport

Timeline

So we have a friend who arrived in the USA on a fiancee visa, got married and after some delay in filing, filnally got her Green Card. She is adjusting well, has a job and is very happy.

In all this process her Russian International Passport expired. She understand she can renew it at the Russian consulate in New York, but that is far and blah, blah blah.

The question is...CAN she simply return to Russia, enter on an expired International Passport and valid internal passport, a copy of her birth certificate, etc. She is, after all, a Russian citizen and can prove it. I KNOW that the USA will allow it after some degree of hassle, bt will Russia? She then would just get a new passport when she is there.

what do you guys say?

Not sure but I think the consulate in New York will issue her a temp passport document with an expiration date via mail but of course she will need to wait thru the process of getting a new passport while in Russia before she can leave. I don't know how the consulate in NY is, but the embassy in Washington are dicks. Very rude and not helpful at all. Of course both of my wife's passports is expired so it is a really big problem, but they said she could not travel to Russia. We sent them everything they asked for, including their fee, to verify her Russian citizenship and start the renewal process but after some time they said they could not verify her citizenship. This was five years after they last renewed her passport.

There is a company in Chicago that will renew a Russian passport by mail for a fee. Don't have the link right now but I am sure it can be googled.
