I just checked the Sept. Visa bulletin and it shows C for the F2A category, but it also mentions this:

"D. VISA AVAILABILITY

FAMILY-sponsored:

F2A: This category was made “Current” in an effort to generate new demand for the upcoming fiscal year. Information received during discussions with the National Visa Center and U.S. Citizenship and Immigration Services indicates that this action is already having the intended result. Therefore, it is likely that a cut-off will be imposed for October. This cut-off is unlikely to have any negative impact on those who have already initiated action on their case prior to the announcement of the October cut-off dates."

I'm guessing this means retrogression is coming in October. I also interpret this as saying that those of us who have started the NVC process might be able to complete it, but what happens if we complete it and then the category retrogresses? Would that mean that the process is stopped after case complete and then its time to wait until our PD becomes current again to have our interview scheduled?

What do you guys interpret from this?

Unfortunately, thats how I interpret it. Because everywhere that I read - even if you have the interview and your PD is not current yet, you don't get the visa. Now the real question perhaps will be what exactly will be the new PD. And also for people like me who are very close to completing the case, will they try and squeeze our cases in before October for an interview?

USCIS anticipates that the PD for the F2a category will LIKELY not be "current" starting in October. LIKELY means "maybe." We will not know until the October Visa Bulletin is released.

With Retrogression, a person is not eligible for a visa or green card until the PD becomes current again.

For an F2a beneficiary in the US who has filed to adjust, the person would get to extend the EAD/AP card until the person gets a green card.

For an F2a beneficiary outside the US, the person must wait until the PD becomes current again before the US Embassy can schedule an interview. The case will stop at the NVC stage because there is no reason to schedule a visa interview until a visa is available.
