Are you a US Citizen because you are in the forum of LPR filing for family

if you are a USC, then yes, he will go through consular processing anyway, but he cannot overstay his visit. on the i130 there is a section on where will he have his interview, you will put city and country, since he will have his interview in his country

Hello,

I want to file an i-130 for my dad.He is in the US now,but unable to stay long enough to complete the process.Can i file the i-130 while he is still here then he can go to my home country to complete the process.

Yes, you can file the I-130 while he is here. He can get his immigrant visa in his country.
