Ok so me and my fiance have been going thru this whole process since nov 2012. The Embassy at Kingston got our K1 packet june 12. We have sent several emails and phone calls to DOS we finally got an email response that stated my fiance needed to make an appointment to pick up packet 3. DOS said they sent original packet june 19. We have been emailing them since June 25. We have already sent them the DS-230 and requested the paperwork via email. We did as the email requested and he has an appointment ont 19th next monday to pick up packet 3. Has anyone else every had to go to the embassy to pick up the packet? I feel like they are trying to make our lives as difficult as possible. I am beyond frustrated and have been crying far to long.

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

No they haven't sent me packet 4. We have an appointment to get packet 3, since to this day, after multiple requests they are just now acknowledging that we haven't recieved it. We sent a request a month ago for him to come get this packet and they never replied. So we have been going on everyones help here on VJ and filling out the forms and things that we know they need.

So you emailed them your DS230 and you got no Packet4? Here are they steps we took... 1. Obtain case number from NVC 2. Sent email, subject was our case number. Body of email contained name & DoB for petitioner and beneficiary, a statement requesting packet 3 & 4 being sent via email. All this was sent to kingstonivappointment@state.gov. I also included our dhl confirmation screenshot for good measure. We got packet 4, medical history form and checklist from embassy in less than a day. The checklist details all that is required for interview, I.e. packet 3. You really don't need packet three to proceed. :-)

I did almost exactly what you just explained and sent to both email address. the only thing i was missing was the DHL screen shot and I didn't get a reply at all... then finally they said my fiance needed to make an appointment to pick up package 3 from embassy.

Don't bother to have your fiance pick up packet 3. What you need is packet 4 the appointment letter. This can be requested via email. We never received packet 3. About 2 weeks prior to my fiance's medical I emailed them asking for the appointment letter and provided them with the scheduled date of his medical exam. They emailed it 3 days later. You have VJ'er to know what is needed for packet 3. Search in the google bar and you will see what is required. Also, the embassy's website tell you what an applicant needs to bring at the time of the interview. (police cert, passport photos, no-impedement cert, affidavit of support (with supporting documents).

Perhaps you've already done this, but have you called DoS directly to see if you've been assigned an appointment date? I've seen posts that have mentioned this.
