Hi

I was wondering, if a person with a family-based petition from an oversubscribed country changes of nationality during his/her wait to get a green card, can he/she then change of immigrant category - from the oversubscribed country category to the worldwide category - for the purpose of getting the green card earlier since priority dates of the worldwide category are much more ahead than those of the oversubscribed countries.

You cannot change your nationality because it is what you were born with. You can only change your citizenship. To answer your question, NO. Even if you change your citizenship your country of chargeability will still be the country where you were born, EXCEPT if neither of your parents were born in the country of your birth then you can claim the country of chargeability of either parent.

It's not based on your nationality. It's based on your country of birth.

You cannot change your nationality because it is what you were born with. You can only change your citizenship.

Actually, "nationality" is the correct term for the internationally-recognized relationship between a person and a state, meaning e.g. a country you can get a passport from. "Citizenship" is an unclear term whose definition varies by country and usually means someone with the rights to participate in society, and it's not always the same as "nationality". For example, in the U.S., one can have U.S. nationality but not U.S. citizenship, but non-citizen U.S. nationals still get U.S. passports.
