Perhaps.

I don't see any transfers on the May or June forums.

All of July has been transferred I think (based on the pre 60XXXX) receipt number check.

We had a random transfer for a June 26 PD yesterday. Other members with that PD went to Nebraska at the beginning of December but I'm curious whether this one will end up at CSC since that seems to be the current go-to center.

I wonder why they are so different, how can CSC be lightning quick and the others so slow?

I wish we knew. That might be a good aim for a FOIA request, actually. We could try to identify documents that might help us understand why processing varies from center to center, including why Texas issues so many RFEs for beneficiary's birth cert. Clearly there is some kind of staffing or procedural difference among these places, and it would be hugely beneficial if they were all on the same page as CSC.

Thats exactly my point, if CSC can do it, why not the others. Your right, operational processes must not be uniform across the centres. If CSC can approve quick, why not the others?

From what I see both TSC and NSC are at mid May, while CSC are at July.... If this is the case, our approval (could) be 3 months away?

Well that Texas bit is a dilatory tactic.

Nebraska and Texas were not adjudicating i-130s before the local office distribution (which morphed into the service center allocation) was announced.

It was always California (doing a majority of the 50 states) and then Vermont (doing the Northeast and the Southeast)

My guess is that they never bothered to bring the other service centers upto speed with CSC procedures/expertise.

Again, that's just a maybe.

FOIA would help.

A lot.

FOIA?

Freedom of Information Act. It's meant to promote governmental transparency by allowing citizens to request certain documents/records. In this case I'm talking about using it to request procedural documents from USCIS, perhaps internal emails, things of that nature. FOIA in general is explained here: http://www.foia.gov/ and USCIS' FOIA page is here: http://www.uscis.gov/about-us/freedom-information-and-privacy-act-foia/uscis-freedom-information-act-and-privacy-act
