What the actual sh**** ???

Why did they put the kibosh on transfers ? This is all proving kaylaras theory about fake 6-month processing time. Such bullshit

It def is getting friggin ridiculous. But what do you think about what I said before? Do you think ill get an email even tho my msc number isnt in the system?

USCIS:

I-130 RECEIVED: 8/2/13

I-129f RECEIVED: 8/21/13

I-130 & I-129f: TRANSFERRED TO CSC 2/7/14

I-130 & I-129f: APPROVED 2/20/14

NVC:

3/4/14: NVC Case Received

3/7/14: Email that case number and IIN assigned, DS 261 and AOS fee available to pay

3/14/14: JUST seen the email because I wasn't expecting it so soon. Paid AOS FEE & filed ds 261

3/21/14: AOS paid, cover sheet printed

4/28/14: AOS sent

4/28/14: IV paid

5/5/14: IV submitted

in the process of sending civil docs for IV package...thennnnnn...dun dun...NOOOO checklist i hope! lol

Only because they will approve both petitions together - so one of the teo receipt numbers will generate a ding

How are these people acting like rookies. You can't not have a receipt number for a i-130

I can't believe they are screwing late july as they are approving rest of july

Oh and.. aug will wait forever

I have a theory we aren't getting transferred till the approve all of July ?

Nope, I think they are about to screw us.... I think it will be mid feb before we

see any transfers

A good, quick way to assess current approvals is on the timeline page: http://www.visajourney.com/timeline/monthly_filers.php?form=2&visa=3&scenter=4&option=2&sortby=2

Check out the bar graph on the right. While no month ever really hits 100% (due in large part to users simply never returning to update their info), 80-90% is a fair benchmark for when a month is mostly complete at USCIS. You'll see both April and May have a pretty substantial number of pending petitions to go through. According to the transfer sheets, April transfers are 64% approved and May are about 26%.

The problem is that USCIS essentially does what it wants with its data. I've been following I-130 threads for over a year now, and at no point in that time have USCIS' wildly fluctuating estimates tallied with user experience here on VJ. There has been a random smattering of approvals across the months, and at first it was mostly CSC blazing through its petitions, but now there are additional outliers. Three Texas approvals have happened for mid-June filers this week, for instance, while earlier filers at the same center are skipped over. Things like that lead me to believe there's still some kind of data manipulation going on. I think if USCIS wants its average processing time to be 5 months again by May, they can make it happen -- but not by processing everything that's out there. They'll achieve it by balancing the processing of older petitions with newer ones to meet their numbers, a "fake it 'til you make it" sort of strategy. I hate to be a conspiracy theorist but there is simply no way they're adhering to a first in, first out policy, and it's hard not to see a certain intent in that. The average processing time shouldn't be relied on as an indicator of their true performance, and the current processing date is useful only insofar as it allows petitioners to file service requests. I hope that these figures will become more meaningful in the future, but I recommend looking at the processing volume and trends chart alongside user timelines on VJ to make guesses at what's going on.
