Hi guys just wondering who issue the I-94 form

At POE Immigrations will stamp/date your passport, they do not issue an I-94 then (anymore), you go online to print the form later.

POE Update

There has been a change regarding the I-94, you are no longer given this form during the flight to complete and turn in at Immigrations (POE). Immigrations now stamps your passport and the I-94 is done electronically.

The CBP has automated the process, hence the link given is to the CBP, ultimately the CBP still issues and administers the process.
