RE-entry permit quick question

We filed an I-131 a few days ago to get a re-entry permit for an extended stay outside the US. There are processing timelines for advance parole but no way to really track or enter a timeline for travel documents. Is the processing time (looks like around 60 days) the same? Also, do the biometrics include fingerprints (wife's fingerprints were rejected twice during AOS in 2008 and again during ROC in 2010 - the Saudi Police can make a nice neat fingerprint card but our millions of tax dollars can't make a machine that can take the same quality of prints)

Would a 4th fingerprint rejection delay processing?

No answers but:

On a receipt date of 08/07 and after the first set of fingerprints were rejected and we have fingerprinted a second time we still haven't heard from them.

How the hell can a person fail fingerprinting 5 straight times?
