can embassy still refuse our visa if everything is fine ?

I am waiting for approval from NVC. My petition is under f2a category. During interview time can embassy still refuse our visa if everything goes fine. i.e enough aos, enough evidence of relationship and all other required documents, good medical report, everything fine. Can they still refuse our visa?? anyone have idea please share. Feeling afraid of interview.

Timeline

If everything is fine and acceptable to the consul officer, then your visa will be approved.

If they think your case needs further review, then the consul will put you in AP.
