Alla translates these for Ukrainians, or used to. It is no longer necessary but I have seen a lot of them. They look like a certificate on roughly 8x10 paper and state they are a "reference" It clearly states it is a police reference and that there are no records on file. Just read the thing. It says what it is.

All of them I have seen do not look like a letter. Now there is another document which is issued to them with the citizen number, sort of the equivilent of our SS number, it is the number in their internal passport and they register for this shortly after birth. It looks like a letter, but you do not need that for anything.

Is she not looking at these things?

In a PM you said you sent me a copy of this document. Where did you send it? I have not seen it.

I have my fiancee's report right here that we just used successfully to pass the interview.

It's half a sheet of paper, has some number at the top right (starts with IND and then 6 numbers), the address of GUMVS in Dnipropetrovsk (where she lives and got it from) at top left.

Then says the following (in Ukrainian, below is translation):

Request #xxx-xxxxxxxxxxx

From automatic records, the citizen of Ukraine [name], [dob], lives in [city, oblast], in the territory of Ukraine at the date of [date of request] does not have criminal records, is not being prosecuted, and is not wanted by the police.

Then it has their stamp and signature.
