I understand that Halifax also does not have pre-clearance. Not sure though . Anyone know where I can find a current list of POEs?

If it receives international passenger flights it is a POE. From Canada, if it has US bound international departures you will pre-clear except in Halifax and one other I believe

I have read all these but i am curious. What about the estriction on leaving the country?

What do you mean? Restriction on whom? What country? Usually no restriction on leaving the country... It is the entry into the country that can be problematic... depending on who you are......
