Administrative processing after passport submission?

Me and me fiancé are currently in quite a predicament. He is a Pakistani national but we live in china (met and study there) so he gave the interview at Guangzhou embassy in November 2012.

Of course he was put under administrative processing afterwards for 7 months. In June 2013 we got notice that the visa is "approved" and to submit passport with passport photos along with an updated medical report (since AP was 7 months it expired).

Now we submitted all the documents on July 1. July 11 it arrived at the embassy but embassy denied receiving documents because they changed locations until July 29 (1 month later). they told me that it was now under "final processing". Now it's August 5, his passport Is with the embassy, and more worrisome is the CEAS status: it says "administrative processing" and is being updated as such.

I'm really scared they already took 7 months in administrative processing and now they approved why is it showing AP still? How long can the embassy hold onto the passport? The approval email states the visa must be printed before Sept 23 2013. Any ideas what is going on???

Hi, I have similar problem but visa type is H1B and I have applied it in Pakistan. I had interview at Islamabad, Pakistan in Jan 2013 and since then my case is under Admin Processing. In end of August, they asked me to submit the passport. I was abroad and i went back Pakistan and submitted my passport. Now it has been two weeks, my online status is still under Admin Processing. Last updated for Admin processing was done after i submitted my passport. I am worried that do i have to wait again for administrative processing? Why would embassy ask me to submit my passport if admin processing has never completed?
