My mother's sister petioned her year 1982. I was only 13 years old then.The petitioned took long time since it was on F4 category.Year 2004 when my mother finally came to USA and I was left out in the Philippines because I was already overage. By that time, i'm already 35.To make the story short, now my mother is a US citizen.

To be honest, I don't know if I even have the right to ask this question because right now my I-130 filed by my mother only last April 2012 has not been approved yet.The status said it's only on its INITIAL INTERVIEW.For some reason i'm guilty that we did not do the petition again when my mother was still a permanent resident.I think I got busy with my life then and did not think much of going to USA that time.

By the way, i'm already 44 years old now, F1 category, unmarried and my mother is 74 years old right now.

My question is this:

Do I have the right or priviledged on this thing called CSPA, since my first petition is last 1982 (together with my mother's F4 category) and I was only 13 years old then? If i'm entitled to this, do I have to wait first for my new petitioned ( my mother's petition to me last April 2012) to be approved first before moving on with this CSPA thing?

No you are not entitled to CSPA on the 2012 petition. The 1982 petition is a different case and cannot be ported to the new one. It's going to be a long wait since Phils. is currently on Jan 2001 PD for F1.
