Cousin Marriage

If anyone has expert knowledge or experience in the matters relating to cousin marriage, please share.

I'm a US citizen residing in California, and my fiancee is currently in a country where first cousin marriage is prohibited. I know for a fact that California permits cousin marriage, but her country does not. Given this info, will the consulate deny her a visa?

In cases where such marriages do not offend the laws of the state where the parties reside, the marriage will be recognized for immigration purposes. "

Would this statement apply to my case? I'm not sure how to interpret this statement. is it:

1) both the country of the fiancee and the state of the US citizen have to approve first cousin marriage.

2) only the state of the US citizen in which both parties will reside in matters, with our legal argument being that the future of the marriage is based in the State, not in her orginal country of residence.
