I am a permanent resident of 9 years, and arrived on a K1 visa.
My child was mentioned in the 129F but at that time we did not apply for a K2.
Now the child (under the age of 15) would like to move here and I was wondering about the smoothest way to go about this.

* Is the 129F still valid (I would guess it's about 8 years expired) or would the I-824 be a waste of time and money?
* I-130 filed by USC step parent? and what would be the difference from I-130 filed by Permanent resident parent?
* Permanent resident parent filing for citizenship first?
Everything followed by an Adjustment of status I assume, the USCIS needs to get money from somewhere. ;)

i-130 by the USC step-parent can be filed now.

The child will immigrate under the IR2 visa and will automatically get a 10-year green card.

fastest (at the moment) is for the USCitizen spouse to file the I-130, chasing after an IR-2 visa later on.

No adjustment of status, as an IR-2 visa holder gets a green card without further paperwork (ordering a card and paying for a card on the ELIS website doesn't really count as paperwork, but hey !)
