At what point in the process does the beneficiary start receiving communications in the mail?

07/10/2013 - Mailed I-129F

07/18/2013 - NOA1

07/19/2013 - Alien Number Change

I believe after NOA2. Like after your case is received by the embassy.

6/30/2007 - We moved in
6/11/2010 - Our son Christopher was born
7/??/2010 - Wendy was cited to report in person at Tampa's Immigration Enforcement Office
1/20/2011 - Wendy left to Guatemala. our son stayed with me.

3/25/2013 - I became a U.S. Citizen
5/07/2013 - I-129F sent.
5/10/2013 - NOA1 received
8/22/2013 to 8/29/2013 - Visit for one week. Christopher stayed with mom.
10/24/2013 - RFE
11/25/2013 - NOA2 Approved!

01/31/2014 - INTERVIEW: Officer said everything was good, but gave us a 221g to submit a co-sponsor with form I-864

2/12/2014 - Was told to file Waivers

5/21/2014 - Waivers I-601 and I-212 filed

12/19/2014 - Waivers Approved

01/26/2015 - K1 VISA ON HAND!!!!!!

The previous poster is generally correct but every embassy is a little bit different when it comes to the procedures. It is best to ask this question to someone from Canada or their american fiancee that has recently gone thru the embassy interview process.

I (beneficiary) went through Vancouver, and I don't think I ever got anything in the mail--just email.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Beneficiary didn't receive anything here. Montreal was all through emails to the petitioner, which they got the petitioners email from trying to correct the beneficiaries mailing address.

2011-05-21: Matched on eharmony (clearly not in my 60 mile radius preference!)

2011-07-30: Met in Ottawa

2011-08-28: Day I knew I wanted to spend my life with her

2012-01-21: I proposed, outside in the freezing cold!

2012-02-06: Mailed out K-1 via FedEX

2012-02-10: NOA1

2012-08-01: NOA2

2012-08-17: Packet 3 received (email)

2012-09-10: Packet 3 sent

2012-09-12: Packet 4 received (email) with request for 2 photos

2012-10-29: Medical in Toronto

2012-11-06: Interview - Approved!

2013-04-05: POE Thousand Islands

2013-04-20: Wedding

Beneficiary (foreign partner) or Petitioner ( US partner)?

The Petitioner should receive the NOA2 as that is a decision based upon the petition filed with USCIS by the petitioner (US partner). The Beneficiary would be notified by the Consulate when the Consulate receive the forwarded approved file from USCIS but in Canada, at least, it is up to the Petitioner to notify the Beneficiary that he/she has received the NOA2. They don't send it to the Beneficiary.

I guess the Consulate now notifies the beneficiary by email. They used to send you a package in the mail, telling you what to do next and sending you the forms.
