My advice would be to use Skype with some credit, like 10 USD.

I've been on the line with USCIS / NVC for about 3 hours now at a local cost (!) of about 0.6 USD

Whenever I go overseas, I use gmail to call. it's free. You don't have to have google voice set up but if you have it then people can also call you and leave a message and you can check it from your computer.

I took out a Skype subscription, it's about £3.50 a month for around 500 minutes to US.

I use it to call DoS since we're past USCIS for now.
