Here is an excerpt I took from the subject guidlines/directives. It is quite lengthy, and sometimes a bit complicated, but it does explain very much as to how the process works among other things that I have seen much confusion over in these forums. For example; It states that the file will not be moved to a local office unless an interview or some other issue is warranted. It also says that once a file is moved to the local office, It will NOT be moved back to the service center. I hope this clears some of the confusion. At the very least it will give us all more to read and scrutinize while this long wait goes on! Good luck to all. I don't understand the confusion that you are trying to clear-up. Files have been getting transferred to local offices since last August. Most of these files did not have interviews for the petitioner at the local offices. On occasion, the files were transferred back to MSC and in some instances to the NRC after approval rather than going to the NVC. I do not hesitate to believe that prior to last August, these guidelines were indeed standard. They were planning on returning the direction of the files back to the regular service centers at the beginning of this year (I don't know if that is still stated on the site, but it was), however, we know that it did not happen. I realize many questions are answered repeatedly on this site.... but if you look through older threads, the same answers have been stated for some time.

Well if anything it adds to my ammunition that I have sent via my congresswoman that they are not following their own regulations then. That's all.

They maybe in mid febuary but they will have to back up because nov dec and january are still waiting patiently

huh? USCIS made an announcement on their website about the movement INTO MSC.

Sure, it was in September 2012, but the announcement covered the 'decision date' to be 15 Aug 2012.

IMO, the Adjudicator's manual is a living document, with 9 FAM amending it, on each update to 9 FAM.

Thanks, Darnell! I thought they had a statement up for a while that stated the approximate movement date back as well.... Oh well, my memory is failing, I admit. At any rate, I concur with your opinion, you just conveyed it better than I did....

The main disparity that I have read about here -

is that the local offices aren't following what's at CSC and VSC for adjudication on the I-130 .

fwiw, I've been reading about it since October, when the first round o files from August made it through the system on approvals.
