Okay, your post is too confusing to give an answer right now. Please state exactly what you sent. What forms and supporting documents and from who? Who makes how much and who is in the household? Is the friend someone else you want to use now, or they were already used as a co-sponsor? Also, please state exactly what the RFE says.

If it is just the 3 of you and neither your wife nor her brother have any other dependents, then the combined income of $28,000 should be enough. The problem is that you did not provide proof of CURRENT income. The tax returns showed what they made last year and not what they are making now. They needed to supply a letter from their employers and recent pay stubs. They can supply them now for the RFE and that clear up the problem.

If you still wish to change things up and use the friend now as the joint sponsor, then the friend needs to make enough for their own household size plus you. They can provide a statement as to why they were not legally required to file taxes in 2010. They will need the I-864, their most recent tax transcript, letter from their employer and/or recent pay stubs plus proof of being a USC or LPR. Your wife can supply an updated I-864 leaving off the brother and will still need to provide proof of current income. Include a statement about revising the I-864, canceling the I-864A and providing a joint sponsor.
