Is it true that Haiti embassy can send the packet 3 to the petitioner instead of the benificiary....If so why?

Yes its true, cause I am the petitioner and I received the packet 3 in my mail box. As for why maybe because things get loss in Haiti. To tell u the truth as long as one of us receive the package I'm happy.:)dancin5hr.gif
