I have dual citizenship in Europe. I have been here for 6 months now doing research for a blog and living with my fiancee. I will stay through the Fall with hopes of having our wedding ceremony here and filing I-130 from here. Sound like the right path?

Yep. Although I have a vague recollection that DCF is done through Naples in Italy, but I could easily be wrong. I'd check your embassy website for instructions.

* I-130/CR-1 visa by Direct Consular Filing in London
3rd May 2013 - Married in London

7th May 2013 - I-130 filed
4th June 2013 - NOA2 (approved)
16th July 2013 - Interview (approved)
30th July 2013 - POE San Francisco
29th August 2013 - 2 year green card arrived

 

* How? Read my DCF London I-130 for CR1/IR1 Spouse Guide

* Removal of Conditions (RoC) via California Service Centre
1st May 2015 - 90 day RoC window opened
6th May 2015 - I-751 filed (delivered 8th May, cheque cashed 18th May)
7th August 2015 - Approved / GC production

27th August 2015 - 10 year green card arrived

* Naturalisation (Citizenship) via Phoenix Lockbox

* San Francisco Field Office:
1st May 2016 - N-400 window opened
20th August 2016 - N-400 filed

26th August 2016 - NOA1
13th September 2016 - Biometrics

12th January 2017 - Biometrics (again)
30th May 2017 - Interview (approved)

You are partially correct :) USCIS is in Rome, then if all foes well, interview and medical check in Naples.

It has been difficult to get through the phone so I have tried emailing USCIS. I am trying to figure out how and if I need to prove residency here. Also, proving joint assets when we arent married yet and we will need to be present in the USA to do so. Hope we get through this process.

Google for Rome's US embassy website then find the info on filing the I-130, they should be listing their residency requirements. Usually just showing you've been physically there for 6 months will be enough for someone like you with dual nationality. smile.png

We require evidence of petitioner's residence in Italy, such as a photocopy of a Certificate of Residence, a Foreigners' Permit to Stay, or a copy of the petitioner's orders if he/she is a member of the U.S. military stationed in Italy.

I hope to get someone to answer the phone or email so that I can be sure I do not require any of the docs they request above.

Yeah. Or maybe is the "Certificate of Residence" a thing you can just go and ask for at the equivalent of a local town/city hall or whatever?

Certificato di residenza (certificate of registration): issued by the Anagrafe office of the local town hall, to EU citizens who intend to stay more than three months in the country

That makes it sound like there's a piece of paper you can easily just go and get and satisfy their residency proof requirements. It sounds a lot like you legally need to do that whether you want to or not.
