CFO outstepping their bounds?

Hi everyone,

First I want to let you all know Irish recieved her visa from delbro's in only 4 business days..wow we were so happy so i went and bought her a ticket to fly back home with me.She had already taken the CFO seminar a week before her interview and the nun told her to bring back her approved visa and she would issue her the certificate for the stamp...well we went back to get the certificate and the nun who interviewed her was transferd to the manila office.the new staff member then told irish she cant give her the certificate until her 18th birthday which is March 21st.I dont know if that is the truth or not because her dad attened the seminar with her and she also has parental consent to be married to me and consent to travel abroad with me in affidavid form.The nun who interviewed her was aware of this and never said it would be an issue and promised her if she had an approved visa she would give her the certificate..but the new staff wouldnt let her get it and said come back on March 21st and they would have no problem giving it to her,they also said if her dad was accompaning her to the US they could give it to her now but since she is traveling with me they cant.I dont understand and i am very dissappointed.I had to come home alone and now wait another 3 1/2 months and fly back to get her.Can anyone give me any advice or know if this is right what they told irish?..i am missing her terribly right now and dont know if theres someone i can talk to to see if she can get the stamp sooner or not.please anyone who can help please respond.

Where did she take the seminar, Cebu? Claudeth took her seminar in Cebu and it was a long, drawn out affair that went from 7am to 7pm. I have been reading the CFO link and don't find any requirements about age of the fiancee. The only thing I could suggest is to call the Manila office, maybe they see it differently.

Where did she take the seminar, Cebu? Claudeth took her seminar in Cebu and it was a long, drawn out affair that went from 7am to 7pm. I have been reading the CFO link and don't find any requirements about age of the fiancee. The only thing I could suggest is to call the Manila office, maybe they see it differently.

Yes irish took it in Cebu..i will try to call the Manila office do u have their phone#Ill try to call tonight after Irish and I chat..hope they can help.So did Claudeth pass and get her certificate?has she had her interview at the embassy yet and is she home with you now?i hope so.

Thanks for the advice and ill let you know what they tell me.

sorry to hear about your situation but the CFO exist to protect its Philippines citizens especially those considered "minors". you can try to make calls to the Manila Office but i'm not sure if it would help. it seems like each office is acting independently from each other...especially between Manila and Cebu. the bright side at least is...March is not that far away. good luck!

I'm surprised that your petition was even approved since the minimum age for marriage in the Philippines is 18. I was under the impression that you had to be eligible to marry according to the laws of both countries. I can understand that the CFO would withhold their stamp until she is of legal age to marry according to Philippine law.

When I-129F was filed, they probably look at whether both parties were legally able to marry in the state he lives in. Often you can get married at 17 with parental permission. Don't think our govt. cares much about the Phil. laws of marriage when proccessing the application. BUT to get her here, you also have to be "legal" in the RP before she is allowed to leave.

So when she is 18 on March 21st then there will be no problem with her grtting the CFO stamp right?..coz i booked her a plane ticket for March 28th to fly home with me then..and i just want to make sure the CFO wont screw us when she turns 18 after i made the travel reservations.
