Bringing Child to U.S

Hello VJs, Please give me info regarding bringing child to her father's place. My 2.5 eldest daughter is a Dual Citizen Filipino-American, since that she is not ready to travel yet (waiting for me to approve I-130) aside to go to Beaurue of Immigration 2 weeks before the flight to get exit Permit, Does she needs other things to do like medical or CFO? i had CFO certificate already, and now i am currently pregnant 8 months, i am thinking if we can get the baby for his CRBA without getting passport for him, When we register our eldest to d US embassy she was having Phil. passport and she was about 1 yr old that time, so i want to knw if we can apply a CRBA and get US passport for his early of age.. Please help me. Thank you.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
