The Hazara of Pakistan have never been "in power". They never had any hope of being "in power". What they're encountering is a movement fueled by Saudi money (in turn fueled by the voracious worldwide appetite for oil) that is hell bent on defining the Shia (and the Ahmadis and the Sufi, etc.) as "not Muslim" which makes them impediments in their theological vision of establishing a theocracy that enforces their religious views.
