Actually they didn't specify a dimension in the K1 visa guide printed from US immigration department. Just need to make sure that from the neck to the hair is one inch.

  • In color
  • Sized such that the head is between 1 inch and 1 3/8 inches (22 mm and 35 mm) or 50% and 69% of the image's total height from the bottom of the chin to the top of the head. View the Photo Composition Template for more size requirement details.
  • Taken within the last 6 months to reflect your current appearance
  • Taken in front of a plain white or off-white background
  • Taken in full-face view directly facing the camera
  • With a neutral facial expression and both eyes open
  • Taken in clothing that you normally wear on a daily basis

OK then, not sure why you asked.

http://travel.state.gov/visa/visaphotoreq/visaphotoreq_5334.html#nonimmigrant

Applicants using Form DS-230 or Form DS-260

If you are applying for an immigrant visa, using either Form DS-230 or Form DS-260, you must provide two (2) identical photos at your immigrant visa interview. Your photos must be:

Printed on photo quality paper
2 x 2 inches (51 x 51 mm) in size

Remember that although the K1 is technically non-immigrant, it tends to get treated like an immigrant visa and requires the DS-230.

and

Applicants using Form DS-156

If you are applying for a K nonimmigrant visa by filling out the DS-156 form, the form will instruct you to you must provide one (1) photo. Your photo must be:

Printed on photo quality paper
2 x 2 inches (51 x 51 mm) in size
Stapled or glued to Form DS-156 in the designated space. If the photo is stapled, staples should be placed as far away as possible from the face. Please do not mount or enclose the photo in glassine paper, or any type of envelope.

They would like you to use 2x2.

If you have an appropriate jpg (no sunglasses, less than 6-months old, etc.) you might try to use this site:

http://www.epassportphoto.com/

There is a free option, but even the pay option is much less than express mail.

From the Photo Composition Template link there in your post, it shows the photo to be 2 inches by 2 inches > http://travel.state.gov/visa/visaphotoreq/photocomptemplate/photocomptemplate_5330.html

The I-129F instructions do not specify the size, and people have been accepted with photos not exactly 2 x 2. However, if you can resize and reprint them, then why not?

Yes I am getting my fiancee to re-take it and send the digital copies to me. If she mail it again, it would takes 2 weeks. I don't understand why it is so specific that i is needed to be 2X2? But again I don't want to have any problems with my application. So I will follow the requirement.

in Saigon they said my wife should pull her hair up so they could see her ears,,,,

I went to one of the "recommended" photo studios listed on the US embassy (Singapore) website and got the same advice re: pushing my hair behind my ears. I don't like my ears and didn't comply. :P We'll see how it goes...

Flying to Seattle on 6 May 2014!
