The unfortunate reality is that talks with Pakistan do not occupy Indian mind space anymore, at the official, political and popular or media level. The United Progressive Alliance (UPA) government in India, led by the Congress Party, is currently mired in several corruption scandals, and has seen a steady decline in popularity. In these circumstances, the elections will likely be focused on problems other than ties with Pakistan.

India is such a bytch.

The last time an Indian administration made a public show of engaging Pakistan in talks, a rogue Pakistani general launched an invasion of India while an Indian PM was visiting his civilian counterpart in Pakistan.

Why talk to the civilian leadership at all if they're not the people in charge?

The problem with Pakistan is that no one is truly in charge.

So why talk? Talk to who?

It's a history thing. The Japanese were negotiating with the US right up to the attack on Pearl Harbor, meanwhile the rest of the diplomatic staff were destroying any sensitive documents and coding technology. When a foe offers his hand in peace, you pay attention to what the other hand is doing. It doesn't mean you don't begin negotiations in good fatih, while you strengthen your defenses.

Interesting thing history. There is evidence that the higher ranks of American government knew about the intended attack on Pearl Harbour before it occurred but let it go ahead for national interests.

I believe the evidence is stronger that we just got caught with our coulottes around our ankles. Just like 9-11, our intelligence agencies had different pieces of the puzzle but

were not talking to each other. There were also missed opportunites to sound the alarm. We saw their planes coming on a newly operational radar station and it was reported up the chain of command but before it got too far someone decided it was a group of our own planes that were expected around that time.

If we just wanted them to throw the first punch we could have let them sink a couple of destroyers. That would have been enough provocation for war.
