Withdrawing I-290B for a month now and no news if it got approved???

Timeline

My friend filed a K-1 and was denied then he filed an appeal I-290B. A year now and no need from the appeal so he wrote a letter to withdrew his I-290B application. Now it's a month and no news on how his withdrew application status went. What should he do? Who he should contract and phone number to ask if he got approve for his withdrawal I-290?

He wants to re-file K-1 (I-129F) but not sure if he should wait for an approve letter of his withdrawal i-290B?

VSC K1 & N400 Timeline:

1/05/2009 Sent I-129F, G-325A + other documents as required. $455 fee
1/09/2009 NOA1 Petitioner received
4/30/2009 NOA2 Petitioner received (approved in 105 days from NOA1 3.5months)
6/08/2009 Packet 3 Petitioner received
6/20/2009 Packet 4 Petitioner received, mail everything from above forms & I-134 plus other doc as required for beneficiary
7/23/2009 Interview @ 7am, Interview passed- visa pick up July 31st

9/13/2009 Arrived in JFK
9/15/2009 Applied for Marriage License $40
9/29/2009 Applied SSN (bring SS-5, Passport, & I-94). Went to local County District Court for Marriage License $38.50 fee... Officially Marriage. Received SS card in less then 2 weeks. 2 weeks later, apply for State Photo ID

based on what my friend's told me, his denial was insufficient documents and the whole process he did was totally wrong. This what happened when he asked someone else who had no experience in filing i-129f... Now. he's asking for my help after he appeal i-290B. From start to now, it's almost 3yrs already...

I told him to write a letter to withdrew his i-290B and re-file i-129F. Before sending, i will double check all his paperwork to meet i-129f rrequirement.

Uhmm since you mentioned that it has been 3 years since the original petition was file, again perhaps the relationship has evolve and they could file for a spouse visa instead and include a note (before the cover letter) stating about the previous I-129F petition and maybe a copy of the I-290B? I'm thinking that if USCIS sees the note on the stack it will alert them to clear previous cases prior to processing I130. Also 3 years is lengthy enough for an engagement to turn into a marriage. Good luck to your friend.
