Also FYI, no necessary call bank or consulate. I did all

First: main bank, such a big bank in CHINA, i mean TOP ONE,not subbank something , they have 2 numbers, but all faked. no people pick up the call even i called all morning, so i went there myself, stand front of the desk, and call the numbers, and no desk phone ring. I wonder where they put the phone is since i stand in their visa application office.

Second, i called consulate they have no idea what happened bank side, and also they can't answer info about new consulate too, Rob did same call, the email before consulate move i haven't get reply, i sent another one yesterday, since they open. Who know when i can get reply

IT'S JUST SUCH CRAZY AND COMPLEX since consulate and system update same period of time

According to the tracking, my fiancée's P3 was delivered and signed for at the Consulate this morning.

This doesn't means anything, i thought they did same to mine too, at that time consulate didn't close. They signed the mail too, and waited for one week no reply. If the P3 paper said send by bank, then do that, because i am that person send myself who didn't follow the paper, and now i am in such big trouble

The people at a CITIC bank in Xiamen gave her the tracking number. She gave them the P3 documents Monday...it was shipped out Tuesday (I mistakenly said it was shipped out Monday from a previous post)...and then it was delivered this Wednesday morning.

Yes, she did follow the instructions to submit via CITIC.

She said she was very pleased with the service at that particular branch. They were very understanding of her travelling there from Shantou and not wanting to leave without some proof of acceptance. I think you may be in the same QQ group as my fiancée. I think they were talking about your experiences today. I will PM her QQ to you.

i feel like from p2 p2.5 P3 none goes well ...i don't have good luck as others, they met trouble, they even have people there to help them. I met people are keep give me ######

what is the group number? my group keep talking things about life,like what they eat today, what restrant they going to, none K1 at all

The City of Guangzhou posted this notice on July 11. Interesting where we have to go for information

Starting on July 10, the U.S. Embassy in Beijing handles applications for the CITIC drop-box service on behalf of the U.S. Consulate General in Guangzhou. The time needed for processing applications for renewed visa delivery is extended from the previous seven to ten days to about three weeks until the relocation is completed. According to an executive of a travel agency, in mid-June, the U.S. Consulate General began reducing the number of visa interviews for mid-July, although the visa suspension notice was only officially released on July 9.

The banks don't know WHAT they do - they only forward packets of paper to the consulates - nor do they know one envelope full of paper from another. They shouldn't - it's not their duty to screen anything for the consulate.

According to the tracking, my fiancée's P3 was delivered and signed for at the Consulate this morning.

I had my fiancee send me the tracking info when she sent the package so I knew it was delivered on 07/12 and signed for by someone at the consulate. What now concerns me is the notice that as of July 10th, all documents were to be sent to the Beijing office for processing and that it would extend the timeframe to three weeks for anything to be done with them. I do not know if the consulate would have destroyed our documents or forwarded them on to Beijing, hoping they will respond to my Email to them since you cannot talk to anyone on the phone there.

The only question then becomes does the Citic bank employees know to forward the packages on to the Beijing consulate rather than the Guangzhou one? With the way this entire part of the process has gone so far, I'm seriously doubting it. May be better to find out the mailing address for the Beijing office and send it there directly.

If you need to write Guangzhou, be sure to include the specific CITIC branches you're having trouble with. I received a reply from the Consulate asking for that information, so they can investigate.

Also, write as the Petitioner and use the Petitioner's e-mail on file. They won't respond to your fiancée, since they don't have your P3 and verify the beneficiary's e-mail address yet.

Well, my fiancee was finally able to get a hold of someone at the embassy (a real person!); they told her that yes, they did receive her P3 and that the reason for the delay in receiving the P4 was due to the move and they are also very busy. Hopefully we will both be getting the P4 soon.
