This keeps getting more and more crazy...

Rachel heard that the P3 HAD to be sent through a CITIC bank to be accepted, so she prepared another packet, and has been to several different locations and finally got one of them to accept it.

Yesterday, she checked in with the bank, and it was sent to Guangzhou last Friday, but that the consulate wouldn't accept it, and now it's just sitting somewhere in Guangzhou (at the bank there, or in a mail facility, who knows?)

So now we're kinda lost as to what to do. She's sent an email to the consulate, but considering they've been closed for 2 weeks, who knows how long it will take for them to get back to her.

Not sure what to do at this point. Any suggestions?

Guangzhou Consulate was closed last week, and the IV unit re-opened on the 23rd.

I'd suggest sending yet another set through CITIC, at the moment.

Guangzhou Consulate was closed last week, and the IV unit re-opened on the 23rd.

I'd suggest sending yet another set through CITIC, at the moment.

You have no idea what Rachel went through to get the first one sent out. I think if I told her to send out a third one she'd jump off a building.

Wouldn't it make sense that they would just deliver it when they were able to accept them?

she's a lab rat, at the moment.

Really frustrating that it's impossible to get a straight answer from anyone at the moment.

I thought we were through all these issues once it finally made it to the NVC.

Did Rachel try calling the Consulate? My fiancee has been trying to call them but she had no luck getting through to a person yesterday, going to try again today. I also sent a message to them after she sent her P3 in but I don't believe they have had time to respond to it yet, going to give it until Friday. I asked them if it was OK to send the P3 directly to them as the Citic bank branch refused to accept it and also told my fiancee to mail it to the embassy.

Also, with the embassy being in a half open state like it is (full services start again 07/29) that could be why they refused the package from the bank and why my fiancee can't get through to talk to anyone on the other end. I would not be surprised if my Email went unanswered until sometime next week also.

Yep, she took everything with her including the instructions for Citic bank employees. The Citic bank employee told my fiancee that they no longer handle the P3 documents and to send them directly to the embassy (which she did).

Such a clusterf**k.

Just a guess, with the move who knows what is fully functional and what is not.

The IV Unit is declared open on 23 July.

Some idiot posted in the China forum recently about the USCIS office opening on the 29th.

Not the same 'units'. I always wondered WHY that idiot posted about the USCIS Guangzhou office, as he/she was chasing a K-1 visa and not doing anything DFC related after marriage.

you know - labels have meaning, right?

IV Unit - K-1 visa chasers go there

USCIS Guangzhou - I-130 filers who live in China show up to hand over their I-130s, instead of filing in USA.

My fiancée is a P3 lab rat. She called around for a CITIC branch that would accept her documents and finally was directed to the "main" branch of Xiamen. I asked her to call around first because the nearest branch is a 4-hour bus ride away, whether it be to Shenzhen or Xiamen.

She made the trip Monday and received a receipt after submitting her documents, and then the tracking number the next morning. Right now, the tracking number shows it was shipped out Monday afternoon, and that's all.

I will keep you posted. For you, maybe they will try another delivery attempt soon. You had directly mailed the P3 to them previously and it was signed for. If they won't accept that, then it seems your only options are to hope for another delivery attempt of the CITIC package or submit yet another P3 to the bank.

I KNOW consulate close for two weeks

I sent my first P3 and they received at 5th, but at that time conslate only accept bank's package

I found that around 13th, the bad luck is bank last day accept date is 11th,(I see their internal email from their computer)

so I asked them what i should do, bank said they can still post to consulate after they open, so i gave to them,

23rd, the date for consulate open. new place, yes, and people have been there for interview....how do i know?! i went to bank, know from there, and bad luck to me they told me they sent file last friday, since take 3 days for package delivery, consulate would received at 23rd Tuesday, and bank said it's be reject....

Bank does still do pass files if u said yours is RFE, or 211(can't remember) which with the "bank paper", they have no idea what P3 P4 means....

they said they don't do immigrant,but if u told them u r RFE, They will accept it.
