Immigration kept packet at Point of Entry

So I'm slightly confused and I can't find this step among the guides.

My fiancee just arrived yesterday in the states (woo!). At her interview in France she was given a sealed envelope (which I suppose was filled with our i-129 stuff?). Upon entering immigration at LAX the officer took this packet, hurriedly told her that to get it back she would have to get married and bring a copy of the marriage certificate to a USCIS office in South Carolina where we live, which would then be mailed back to LAX and they would release this packet to us again.

She didn't fully understand and asked him to explain, and apparently the guy hates his job and didn't feel like explaining anything to her and rapidly repeated what he said before (her English isn't perfect).

Is this a normal step in the AOS process? Sorry for the newbie question...

Timeline

I am not sure what he meant with getting it back, because normally, you don;t get it back. You may SEE it again at an AOS interview, and later at ROC, and then at her naturalisation interview, but that packet is part of your immigration file and stays with USCIS

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
