Justice Record Check #1-For Foreigner who onced work in VN but are now residing outside Vietnam

I just want to Share to all foreigner who onced work in Vietnam,just like me,and need police Report for Immigrant requirement.

I onced work in HCMC 2006~2008.During my Stay in Vietnam ,I moved from one house to another and have lost track of all the addresses and contact person.I now live in Singapore(In work pass-Im Filipino),and was told by US Embassy consul here in Singapore to get police report in Vietnam.He gave me the address of the Ministry of Justice in Hanoi to facilitate my documents.

Since I dont know anybody,or the procedure,I went to Hanoi at the address that the consul has given me.The people at Hanoi justice Department then ask for local police report,from where I worked once,and this is where the Problem arise,as I dont keep any record.

Note:Don't argue with the people there at Justice department.You are just wasting your time.It is either you produce what they want or you shut up.

So from Hanoi,I went to HCMC during that day still dont know where to start.Then I pray.

I trace back my former House,for it is just near the Airport, unfortunately it was already converted into restaurant.I was just blessed as the owner od the restaurant can understand Enlish,and after I explain my predicament,He called the owner of the House my former Landlord(which cannot speak english)..

Thanks be to the Lord,for She is still keeping her Book record where She register us as tenant way back 2006,to the local police at Vo Thi Sau.

So the following day,my Landlady accompany me to Police station and get the certification that I live once in that place.My land lady ask me to shell out 500,000 VND for the police for lunch food.

After I get my local police report I went back to Hanoi,justice department and submit my documents and passport for verification.

They ask me to return after 3 weeks.So I don't argue(better not to argue with them in Vietnam).

After 3 weeks I return again to Hanoi,and finally get my JUSTICE RECORD CHECK in Vietnamese.After I go back to Singapore I went to Vietnam Embassy(In Singapore) for english translation.

Thank you very much for sharing your story. I am in a similar situation. I am German woman who has been living in different

countries in Asia, at the moment in Malaysia. Our K1-visa is approved from the Vermont service-center and now I need to collect

police-certificates from all my previous countries for the interview at the US-Embassy in Kuala Lumpur....

I have lived in Saigon from 2002-2004 and also have to fly soon to Hanoi to go to the police-department there :-(((

I have already a letter from the place where I lived in HCMC, thanks god.

My question now is, how did you communicate with the officers in Hanoi? Do they speak English or did you have someone Vietnamese

with you to help translate?

Do you know if it is possible that you authorize someone in Hanoi to pick up the police-certificate after 3 (?) weeks

in your behalf who sends that then to you by courier, so you don't have to hang around in Hanoi for the 3 weeks?

Does anyone else here in the forum have any experiences with the police-department in Hanoi and some good advice?

And the most important question for me, do I really have to go there in person to get the paper or can I get that done

through some kind of visa-agent/lawyer etc...?

Any answers and help are very much appreciated!! I am very glad I found this forum here and and the sharing of adventures and nightmares

of getting married to someone in America....

Hi CHris,

Communication is very hard.Thank God you have already letter from Police in HCMC.That is all they need in Hanoi Justice Department,including your passport.If youhave th resident book record that your landlord/land lady keep,have it ready also in photocopy.

The most important thing however is HCMC police report and your passport and your personal appearance.

In my case I dont trust any agent for processing my papers:

Anyway,here is my advise as per my experience:

1. After landing in Hanoi Airport,dont go for ordinary Taxi outside.Go to Tourist infomation counter and give them the address of Justice Department.They will charge you with 30 USD or 600,000 VND,for one way..They will ask you if you want them to wait for you,but just say,you only want one way.

2. After you arrive in Justice Department,ask the security guard,that you need a justice record check.This is one ofmy difficulty,because the guard cannot understand English and will not entertain me.He just dismiss me and show me away.I was blessed for there is someone just beside Him who understand english and translate my purpose.Pray that the guard who will be assigned on that day understand Enlish.Id the guard cannot understand please call this number-04.62739492.This is the number that they give me,to follow up my police record.Someone there understand english,and tell them that you are in the gate and the guard will not let you in.

3. After you enter the building,.there are three rooms on your right.Go the farthest room and knock,and explain your purpose.They are very accomodating and are actually very polite and helpful there.Dont argue with them,and never,never offer bribe money there.They cant speak and understand english very well,so less talk,less miscommunication.

4.Give the police report from HCMC including your passport and the letter from US embassy that you want to have a Justice Record Check..

5.They will give you receipt in Vietnamese stating the day when you can collect your papers.Dont intimidate them,and try to make them rush your papers.It might backfire to you.Speak slowly always,because they cannot understand if you talk in your noramal pace.The lady who assist me is Mai Lao Ngoc.

7.After they give you the receiept,they will give you a number for you to follow up your papers before you comeback again(my case after 3 weeks).

8.No choice here,but you need to go back first to your country of origin(esp if you are working) or you want you can stay for 3 week sin hanoi and explore Halong Bay,etc.

6.They will not ask you any payment from this moment.But when you collect your papers,please prepare Two hunderd Thousand Vietnam dong.

7. When you go back to Airport,flag a taxi,and before boarding haggle and negotiate for the one way fare to Airport.Usually it is between 350~400 thousand Dong.Dont agree if they say they will on the taxi meter.Mostly it is a rip off.If they dont agree for 400,000VND then look for another one.

And most of all.PRAY..anything bad can just happen..But with Prayers,Nothing will be impossible(Luke 18:27).

Welcome CHris..By the way I attached herewith the sample of receipt which the Hanoi Justice Record Department will give you,so that at least you have an idea.

It is all written n Vietnamese.What is important is the Date of Pick up of the documents and the Tel nos,to follow up before you finally pick up your documents..

Hi Chris.

Here is your answer:

1.The form is available in Hanoi.Ihave downloaded a lot of forms,but eventually it does not hold ground.They will give it to you,once you submit your HCMC police report.

2.I dont know the name,for it is in Vietnamese,nevertheless I attached it so that you can download and compare when it is your turn.It just give you an idea,how it looks like.

3.They did not entertain any form,other than what they issue.

4.Sorry I also dont know the Local Police record from Saigon.But the way I look at it..it is some kind of certification from your local police area that indeed you live in their locality,and that you don't have any criminal record while you are living in there.Actually they dont have any form in Saigon,..in my case I get it from Li van Cy.I just show the local police my resident record and tell them i want police certificate.I will email you how the documents look like...PM me your email address.

Note:THIIS IS THE MOST IMPORTANT DOCUMENT.HANOI WILL NOT ENTERTAIN YOU IF YOU DONT HAVE THIS.

4.Yes,Hanoi tell me the exact date when I will pick up my documents,and they will tell you also.

$550 is a ridiculous price to pay.

If you have left Vietnam and require a Police Criminal Records Clearance/Check Certificate do not dispair!

I recommend contacting Viet Anh Nguyen. He is a lawyer working for a reputable firm in Hanoi and specialises in these cases.

The specifics are: $550 and the certificate will take 20-25 days to obtain. The charge includes the international postage costs.

I used this service and Viet Anh was very informative and talked me through the process. Highly recommended, a very nice person and great experience.
