I 130 approved but not sent to NVC

Hi. This is the first time I post so I hope I am doing it the right way. I am a USC and I petitioned my husband through an I 130 consular proceeding. I petitioned him on April 2012. We had our interview in San Francisco CA in Dec 2012. It was approved in January 2013. The problem is that the approval letter said that since he was on removal proceedings they sent his file (approved I 130) to a local office in San Francisco CA. I talked to our lawyer and we did an administrative closure so the case can move onto the NVC. The administrative closure was approved and my lawyer send a letter to the local office (sorry I cant remember which one but is in San Francisco CA) asking them to forward our case to the NVC. It has been a month and we are still on hold. If I call USCIS they only tell me that they send it to that office and if I call the NVC they say the can only wait to get the file. The problem is that the office doesn't have a phone number available to the public. I request an INFO PASS to see how can I get my case to move forward to the NVC. Has anyone heard of something like this before? I will appreciate any information you can give me

He came undocumented in 2005

ICE got him in 2008

We got married in 2009

Our son was born in 2009
