Police check needed from a third country?

I hope someone can help me with this. My finance is a Vietnamese citizen. She spent 6 years living and working in Japan when she was younger. She has read on a Vietnamese forum site that she will need, at the interview, a police check from Japan stating that she had not been charged with a crime while in Japan. Problem is that the Japanese authorities will not issue this unless requested directly by the American Consulate. When requested, it will take approximately two months. So, going to the interview and them finding out that the Japanese Police check will be asked for is quite discouraging. Does anyone know anything about this or have advice. Thanks.

In general police certificate is required from every country beneficiary lived for more than 12 months after they turned 16.

On this website you can check how to obtain Japanese certificate: http://travel.state.gov/visa/fees/fees_5455.html?cid=8982#docs

According to the info there you can obtain that certificate from the nearest japanese consulate.

"Applicants Outside of Japan: Former legal residents, former illegal aliens, and Japanese citizens, should apply at the nearest Japanese Consulate. Processing time: Two to three months."
