I am a Candian citizen married to US citizen. I live in Canada, he lives in Kansas been married for 7 years. He had PR in Canada for a while but moved back to US to help out aging parents and take over family business. We filed the I-130 and received NOA on April 15, 2013. Said it was sent to NBC. NOA starts with MSC. When I check case status still says initial review but when I go to bottom of USCIS page to check processing times for I-130 for spouse the only office option to check is Vermont Service Center. Do all I-130's for spouse get sent there? I have read that some go to local field offices. When I check https://egov.uscis.gov/cris/processTimesDisplayInit.do under processing times for the NBC it doesn't even show that the NBC actually processes I-130's. The processing time for VSC is now 7.9 months, used to be 5.3. Is there any way to find out if my case is still with NBC or has been sent to Vermont or elsewhere?

Call USCIS and ask them to transfer you to an Immigration Service Officer - ISO (Tier 2 representative). The tier 1 people only give you useless generic information about your case (basically what you see on the website). If they don't transfer you to tier 2, hang up and call again. I had that happen to me where the tier 1 rep was unwilling to transfer me to Tier 2. Once I got to the tier 2 rep, she was able to tell me that my case was transferred to my local office and on what date it was transferred.

Good luck.
