My brother-in-law won a spot in the DV2014 lottery and I´m helping him with the paperwork. I have a couple of questions (for now). Would it be better to send the interview notification letter to me in the U.S. instead of sending it to his home in Bolivia? The mail service in Bolivia isn´t the best. I can call him with the information and then send him the letter via e-mail or DHL if he needs the actual letter from the KCC. Also who´s the petitioner? He won the spot so technically there isn´t one. Should I just put my name and other personal information on the forms just to make it easier?

The notification of interview comes via an email telling you to check the "entrant status check" website - the same one he found out where he won. It will be updated with the interview letter which can be printed out, so there is no need to worry about the postal service. For a DV applicant the winner is the petitioner - so his name must go there - you might confuse things if you put your own name. However if there are any concerns about his financial position, you can sign an affidavit of support for him for his interview.
