NBC is National Benefits Center aka Missouri Service Center and is part of the USCIS who are part of the Department of Homeland Security.

NVC is National Visa Center who is part of the Department of State.

Two completely different offices with completely different functions.

One is USCIS (NBC) and part of homeland security and where petitions are sent to.

NVC is National visa center and is part of the department of state. It's where the petition goes after approval so the beneficiary can apply for a visa. I found the NVC to be faster but lately it's slowed down. Your petition will go there if it's approved and you will do document intake, online forms and pay more fees.
