DCF I-130 and step child question

Working on all of these forms and I'm just wanting to make certain of something.

My wife has a child, born out of wedlock, but the father didn't claim the child at birth, and as such the birth certificate states "Father: Unknown".

I just want to make sure I will not need to get anything from the father for filing the petition. If, an fact the mother as sole custody and rights of the child.

I am pretty sure in the Philipines, that is correct. Hopefully someone with local knowledge will chime in.. if you don't get enough answers in a day or so, "report" your post with the little button at the bottom right and asked that it be moved to the Philippines forum for more, and country specific, answers.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

A mother has sole authority for a child born out of wedlock in the Philippines. Even if the child has the father's last name and the father acknowledged the fact on the child's birth certificate, so long as they were never married, the mother has ultimate authority.
