There has been a rash of break ins by 17 year old white skin heads. There is huge problem with young white kids in the area with buzz cuts and leather jackets breaking in home and committing crime

Black 28 year old TM sees 17 year old white buzz cut leather jacketed GZ walking around and does not recognize him.

He calls 911 and goes to look and see where he went.

17 year old GZ attacks him and starts beating him in the face.

The only difference is that the justice department would not be protecting GZ's fundamental right to batter / beat up on TM.

The basic civil right to assault people is limited to poor oppressed minorities.
