How did the feds get involved in the Zimmermann case? There was an FBI inquiry that turned up nothing that would warrant a federal charge. And that concluded the feds involvement. Any claim beyond that is what makes Alcoa shareholders smile.

Who is "they"? Based on the context, "they" are the city officials.

Well, the appointment is good for 2 decades (that's 20 years). So having been appointed in 1999, she's on that bench until 2019. I don't know who will be governor in Florida in 2019 nor do I think that anyone will remember the Zimmermann case at the end of this year let alone 6 years down the road. Well, Zimmermann might remember it in his little cell.
