I do not understand the topic title. Whoever maintained that individuals have to be smart to vote? The US has universal suffrage, not suffrage for smart people only. There are indeed many flaws in the political process, but not restricting voting to only those smart enough to vote for the 'right' candidate is not one of them.

The topic refers to the politico article where 46% would support Clinton to 40% to Christie - hence the OP thinks that proves Americans are stupid. Too bad it was not 47% it would have been funny.
