How to get money off of wife's bank of china prepaid visa card?

My wife recently returned from a trip to China. While there she got a prepaid visa card from the bank of china (USD). Her plan was to purchase a new car paid in full.....The car dealership could not accept more than 3500.00,from the card. some law restricts the amount. The salesman assured us if we financed the loan, we could pay it off using the prepaid visa card, so we agreed... Chase bank financed the loan and we can't even use the dam credit card to make a single car payment much less pay the loan in full. My bank in TN has been no help at all. Any one run into this situation?

Did they have her setup a pin number for the card? I know there would be fees, but could she withdraw the money at an ATM?

Or since it is a Visa product, she should be able to get the money at her bank just like a cash advance from a regular Visa card.

Also, I don't know of any law that restricts the amount of money you can get from a card, I work at a music store and we have sold $5,000 guitars using credit/debit cards. More than likely, they didn't want to eat the 3-4% fees credit card companies charge to process the transaction or the wanted to get the credit from doing the financing. Many dealers make as much or more on financing a vehicle than they do on the sale.

when i go to china, i call up my credit card companies and tell them I'm in china the next month, and to accept any china transactions.

without me doing that, 90 percent of the transactions I've tried are blocked, card marked for fraud usage.

maybe the same thing has happened to yer wife's card, but in reverse?

does she need to contact the bank or card company, tell them she's trying to use it in the USA? I'd check into that, asap.
