On March 6 I go a leer from he NVC saying my I-129F application was approved and "within a week the petition will be forwarded to the appropriate visa-issuing post" which in the consulate in HCMC. It has been four months now, and I'm starting to get worried. Should I be? If so, what should I do? I know the consulate has a contact form, should I use it?

Did the HCM consulate ever send you a packet 3 to fill out and return to them?

I almost think, they may already sent the packet 3 ( usually within two weeks after they received your files from NVC) and may be to the wrong address ( or someones may mistaking for the junk mail and threw it away) . Its been known to happened to many in VN .That's why it's very important to follow up every two weeks. Good luck and good journey.

they got back to me soon after the weekend (if you are reading: thank you!)

they told me what forms to fill out and to mail them and a few other things (copy of passport and photos) to them.

i thought packet 3 would have some special documents or instructions that you couldn't get anywhere else. apparently, you just need to fill out the forms explained in this document

http://photos.state.gov/libraries/hochiminh/231771/PDFs/K-INSTRUCTION.pdf

and follow their instructions. we never had to wait to actually get a packet.

for anyone else in this situation: I'd say don't bother waiting to receive the packet, start filling out the forms as soon as you get NOA2, or before. then you can send them off right away.
