I do have a question that confuses me.. I had thought ours went to the Vermont Service Center after the lockbox, but our receipt number says MSC - I am not sure what this? And also I hear the they are also transferred to local field offices, which in our case is like the next town over for us.. How does one know where their I-130 went?

What is MSC?

I think literally it stands for Missouri Service Center, which is another name for the National Benefits Center. So yes, that means yours was sent to the NBC. Your I-130 is then supposed to be transferred to your local field office. From what I have read, it is unusual to get a notification that you have been transferred to the local field office. Most people find out by calling USCIS and speaking to a Tier 2 rep, but only after a couple of months of waiting.

What is MSC?

MSC, or Missouri Service Center, is another name for the NBC. So if your I-130 is routed to NBC from the lockbox location, then your USCIS receipt number will have the MSC code.

I think the common wisdom is that petitions that are routed to NBC will eventually be transferred to USCIS local field offices in the cities where the petitioners live, or to other service centers. However, there are instances where the NBC actually processes some stand-alone I-130s. In fact, USCIS opened another NBC location in Kansas with the purpose of handling/processing stand-alone I-130s. But many VJ members have noted that their I-130s were still being transferred even though theirs were initially at the new NBC office as late as Dec 2012.

As for locating your I-130, I think the only way to do it is to call the National Customer Service Center (1-800-375-5283) and ask to speak with a tier 2 officer. You should only do this maybe after 60 days from the notice date on your NOA1 because chances are, if it is less than 60 days, then your I-130 probably has not been "touched".

Ah ok - good to know. It's funny though because I did sign up for notifications, and the date of my letter was 7/20/2013, but online it says last action was 7/22/2013... so something was done somplace.. haha..

Its also in "Initial Review" already - it went past acceptance..

Looks like i-130 approvals are in a stand still now. Somewhere in this forum, I read that USCIS might be doing training at the NBC facility in OverlandPark office. This document (http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=8b86fa7a2aa4c310VgnVCM100000082ca60aRCRD&vgnextchannel=994f81c52aa38210VgnVCM100000082ca60aRCRD says, "December, 2012 – NBC will expand to a second facility in Overland Park, KS. Forms I-90 and I-130 will be processed and adjudicated at this facility." I am assuming that the employees are being trained for i-130 now and hopefully they can start processing i-130 at NBC's new office at KS.

Oh well, what else to do rather than speculate and hope when playing a completely uncertain game.

I just received my NOA1 in the mail today! My I-130 was sent to the NBC and I have a priority date of July 18, 2013. I'm doing consular processing since both my husband and I live in the Netherlands at the moment.

I've heard that I-130's submitted when both the foreign spouse and the U.S. citizen are living abroad are automatically expedited. Does anyone know if this is true?

Yes, DCF or direct consular filing, is an expedited process compared to applications that are processed through service centers in the US.

Hi! My husband and I have been in the same situation. We were separated for a year, but we couldn't take it, so I moved to the Netherlands with him (thank God for the EU). We've been waiting for DOMA's demise for 4 years. I can finally go home without having to give up my husband!

Unfortunately DCF is no longer available in Holland, however it looks like if both the USC and foreign spouse are abroad, the time between NOA1 and NOA2 is only 2-3 months instead of 5-6 months, even if filing with the lockbox.
