Packet 3 Forms

I'd like to go ahead and fill out the forms for the packet 3 so everything is ready to go when my fiance receives them (in France). I have found the forms listed here and on the State Dep't information for France. Is the packet information that is sent to the foreign fiance always in English or are they translated to the language of the country where the consulate is?

Congrats on your NOA2! And it's a GREAT idea to go ahead and gather everything now.

The packet 3 instructions are in English, but I highly encourage you to look at this page to be prepared: http://www.visajourney.com/consulates/index.php?ctry=France&cty=Paris

You will see what the Packet 3 contains, what your fiance needs to send back to the consulate, and what documents he needs to gather for the interview. Basically, once your fiance receives the packet 3, he has 2 forms to send back to the consulate: the DS-230 Part I and the DS-2001 Notification of readiness. He can only back back the DS-2001 when he has ALL the documents needed for the interview ready with him. He should not send it back if he's missing any documents. The consulate will not issue him his interview date (packet 4) until DS-2001 is sent back. So, if you understand it well, the soonest he has all the documents needed ready with him, the soonest he can send back DS-230 Part I and DS-2001, the soonest he has his interview.

On your side, you have to fill in form I-134 and gather the supporting evidences (tax transcripts, letter for your employer, pay stubs...) and write a new letter of intent freshly dated. This last one is not mentioned in the P3, but is in the P4, so go ahead, and mail it to your fiance with the I-134 documents.

Your fiance has to gather several documents: birth certificate, police record(s), 2 ID pics (US size), some forms, ... etc. The list on on the link above, on the section "Other Forms (if any)".

He should not pay the visa fee by mandat-compte now. Wait until he receives the P4. It has to be paid at the post office, so buying the envelope can wait too. The medical appointment can wait too, instructions are given in the P4 but he can still do it earlier (I would suggest to wait for the P3, at least).

You can find all the forms online on the Dept of State or USCIS websites. It's best to prepare them now so you have the latest version and you can fill them properly and print them. The DS-2001 is more difficult to find online, but there's no need to complete it ahead of time, it's a pretty straight-forward form (name/address/signature) and your fiance can wait for the paper version in the P3.
