As far as I know, if her two lads are included in the petition, she has to bring them. Other experts may have input.

Yes if they are listed on your I-129F for a K2 visa.

If the kids are applying for K2 visas, YES they have to be physically present during the embassy interview. They will also undergo the medical exam prior to the interview.
