No, your biometrics cannot be captured without the letter.

The biometric place can generate a letter bar code thing on the spot and do you biometrics. Other people have done that that couldn't get an appointment after trying everything. Whether your ASC is nice enough to do that might be another story.

I filled the I-751 form in February, my daughter got her bio appt. around 2 or 3 weeks but not me. I called a lot of time to USCIS along almost 4 months, the last time I spoke with the level 2 officer and he helped me, I got my bio appt. for the next July 15th.

Call USCIS and say that you want to speak with an level 2 officer, the regular ones it does not anything.

Yes I was trying to call today but the wait time was 141 min so im thinking to call them early morning tommorow.. I got into a conversation with tier 1 and this guy wouldnt transfer me to tier 2 as he told me the tier 2 will just tell me the same thing which he told me, He said that the office where my husband's AOS was sent to is delayed in sending out biometric appointment and i was wondering if that is true or not cuz everyone has been getting theirs quickly...

Politely insist they transfer you to an immigration officer who can speak with you about he specifics of your case that the tier 1 has no access to. They are supposed to be required to escalate your call if you ask.
